We sometimes report people's words and thoughts using nouns and reporting clauses (that-clause, to-infinitive clause or wh-clause). For example, "The explanation provided is that it's caused by the magnetic resistance" (that-clause); "His order was to give up" (to-infinitive clause); "The issue of where to build our company office was raised" (wh-clause). Notice that we usually use "of" after this type of reporting.
