There is no hard and fast rule for abbreviations that I am aware of. I believe they are always acceptable to describe states or cities in the U.S., like NYC (New York City) or (Los Angeles) for cities, or MA(Massachusetts), PA(Pennsylvania), FL(Florida), etc. for states. Obviously, etc. is an abbreviation, too. As a rule of thumb, I use abbreviations when I am 99% sure the reader will know what they for, and when the 1% who don't understand it will still the idea of my message.
