Perhaps there is no man on Earth who does not agree that nature is our home, and the future of all mankind depends on what happens to it. Although everyone agrees that nature should be protected, in practice it is done only by few people.
Active industrialization has led to the fact that today we are on the verge of an environmental catastrophe. Climate change around the world is caused by human activity: coal-fired power plants and factories, cars, agricultural enterprises annually emit almost 22 billion tons of carbon dioxide into the atmosphere, and about half of them remain there. The result is a so-called greenhouse effect.
But developed countries are trying to prevent an environmental catastrophe. For example, Japan, with its densely populated, small area and the highest level of industrialization. However, in the history of Japan there were periods when the environmental issues were almost ignored. For instance, in the postwar years, Japan was very close to an environmental disaster because all the efforts of the country were aimed at economic growth.
Now there is a special ecological survey every five years and each prefecture has its own environmental laws and personal environmental programs. Local governments enter into voluntary pollution control agreements with companies located in the region. Here the principle works very effectively — the polluter pays. This forces companies to develop technologies to comply with environmental standards.
Japan is truly unique even in terms of preserving the environment: it has developed its own standards that are simply impossible to find outside its borders. For example, there is a scale of indexes of the greening enterprises and territories which helps to indicate a need in a regular and obligatory ecological examination.
