The State Opening usually takes place in October or November on the first day of the new parliamentary session. There is always the State Opening after elections.

There is usually the Queen's Speech which is delivered by the Queen from the Throne in the House of Lords. The Speech is given in the presence of the members of both Houses. The Commons are called to hear the Speech by an official person known as "Black Rod". To show the Common's independence the door to their chamber is closed in front of his face and not opened until he has knocked on the door with his staff of office.

The Speech is made by the Queen but the text of the Speech is written up by the Government and approved by the Cabinet.
