Sometimes [ ] are used as [ ] with the article [ ] to talk about general groups of people, for instance: the old, the deaf, the disabled, the elderly, the homeless. When you use adjectives in such a way, you don't need to use a noun after them. For example:

[ ](= all the disabled people) are usually discriminated against in public transport such as buses or trains as there are not enough facilities for them.

On the other hand:

All[ ]on the bus (= the ones who are on the bus, a specific group) were discriminated against at this moment.
