Such verbs as to promise, to claim, to hope, to propose, to threaten can be used both ways: with that-clause and with infinitive. For example, He hoped that he would overcome it, or He hoped to overcome it. Such verbs as to deny, to suggest, to mention, to recommend, to report can be used with that-clause and with gerund. For instance, He recommended watching a film, or He recommended that we should watch a film.
